Governance
As a fully independent private sector organisation, Business at OECD operates at-arm’s-length from the OECD. Business at OECD’s governance structure is set out in their constitution and consists of three key components: the General Assembly, the Executive Board, and the Secretariat based in Paris. Each of these has its specific roles and responsibilities, and together they ensure the effective functioning of their policy groups, which are at the heart of developing consensus business recommendations for the OECD’s policymaking.
Business at OECD's General Assembly consists of Presidents, Chief Executive Officers, Directors-Generals and leading representatives of the National Member Organisations. The General Assembly establishes the general policies and priorities for the activities of Business at OECD, establishes Business at OECD’s policy groups, examines and accepts new members, and approves the annual accounts and budget. The General Assembly meets regularly once per year, and decisions are taken as far as possible unanimously.
Business at OECD's Secretary-General or Executive Director is appointed by the General Assembly and ensures the effective functioning of the organisation. Business at OECD's Secretary-General or Executive Director oversees the activities of Business at OECD, manages strategic member relations and policy issues, maintains high-level contacts with the OECD and other international organisations, and leads the Paris-based Secretariat on a daily basis. Business at OECD's Secretary-General or Executive Director also organises in consultation with Business at OECD's Chair meetings of the Executive Board and of the General Assembly.
Charles (Rick) Johnston
Chair
Charles (Rick) Johnston is the Managing Director of Citi Global Government Affairs, responsible for geopolitical analysis, issue advocacy, and management of Citi's relationships with governments and political figures worldwide. Rick Johnston has advised government leaders and multinational corporations on commercial and strategic transnational issues. Rick Johnston has served in various legal advisory roles, including as Counsel to the U.S. International Trade Commission and the U.S. Senate Finance Committee. Rick Johnston is Vice-Chair of the U.S. Council for International Business.
Philip Aiken AM
Executive Board Member
Philip Aiken AM has extensive international business experience mostly in resources and engineering. He is currently a Non-Executive Director of Newmont Mining and New Energy One Acquisitions.
His executive roles included President Energy BHP Billiton, President BHP Petroleum, CEO BTR-Nylex, Regional Director BOC Gases Europe and BOC Gases South Pacific. His non-executive roles have been Chairman Aveva, Chairman Balfour Beatty and Chairman Robert Walters whilst he has served on the Boards on National Grid, Kazakhmys and Essar Energy in the UK, Newcrest Mining in Australia, Miclyn Express Offshore in Singapore, Gammon Construction in Hong Kong and Essar Oil in India.
Philip is a Bachelor of Chemical Engineering from the University of Sydney and attended the Advanced Management Programme at Harvard Business School. He resides in London and Melbourne.
Minna Aila
Executive Board Member
Minna Aila (Master of Laws) has over 20 years of experience in global B2B technology companies in diverse industries, and ten years of public sector service at the European Commission before her business career. She is currently Executive Vice President, Corporate Affairs & Brand and a member of the global leadership team at Konecranes Plc in Finland. She is also a member of the Board of Directors of DFDS A/S in Denmark.
Minna Aila has previously held executive leadership positions in listed global companies such as Neste, Nokia, and Outotec (now Metso), with responsibilities including sustainability, public affairs, communications, investor relations and brand & marketing.
Minna Aila is a Board Member of Business at OECD and has for several years led or been a member of the Committee of Trade Policy and EU Affairs at the Confederation of Finnish Industries. She is also a member of the Innovation and Competitiveness Committee of the Technology Industries of Finland. Further, she is a Board member of the Atlantic Council in Finland, The John Morton Center for North American Studies and Savonlinna Opera Festival. She is Knight, First Class, of the Order of the Lion of Finland.
María Helena Antolín Raybaud
Executive Board Member
María Helena Antolín Raybaud is the Vice President of CEOE and the President of its Sustainable Mobility Council. She holds a degree in International Business from Eckerd College and an MBA from Anglia University and the Polytechnic University of Valencia. She was Vice President of Antolín until December 2023, where she held roles in industrial marketing and strategy. She is a member of several boards, including DANOSA and the advisory board of Banco Sabadell in the central region, and is also a member of the board of the Royal Board of the Royal Collections.
She has served as an External Director at Iberdrola until the end of 2024 and is now an External Director at Iberdrola International Energy.
She participates in advisory boards such as FTAB (family business consultancy), LYC (communications company), and collaborates as a mentor in the PwC Woman to Watch program.
Andreas Bohrer
Executive Board Member
Andreas was appointed Chief Legal & Corporate Affairs Officer and Member of the Executive Committee of Lonza Group. Andreas has served as Lonza’s Group General Counsel and Company Secretary since 2015. During his tenure, he has overseen the company’s Legal, Ethics & Compliance and IP functions, alongside Sustainability and ESG, Enterprise Risk Management, Insurance Management and Public Affairs. Between 2020 and 2022, Andreas led Lonza’s global Coronavirus Task Force, playing a pivotal role in the company’s response to the Covid-19 pandemic.
In addition to his executive responsibilities at Lonza, Andreas represents Lonza as the Chair of SwissHoldings, a Board Member of Scienceindustries, and a Member of the Board Committee of Economiesuisse in the industry associations that are relevant to Lonza Group.
Before joining Lonza, Andreas was General Counsel and a member of the EC for the Novartis Animal Health Division. He began his career at international law firms in New York, Zurich, and Geneva, and later spent seven years at UBS, holding a range of senior positions within the Legal function.
Gerhard F. Braun
Executive Board Member
Dr. Gerhard F. Braun was President of the Rhineland-Palatinate State Association of Employers' Associations from 2002 to 2022.In addition to this activity, the former managing director of a textile company was involved as a member of the executive committee of the German employers' associations (BDA).
Baran Çelik
Executive Board Member
Born in Bursa in 1977, Baran Çelik completed his B.Sc. and M.Sc. degrees in the Department of Mechanical Engineering at Uludag University, Faculty of Engineering and Architecture. A Mechanical Engineer, Çelik started his career in 2000 as a Member of the Board of Directors at Beyçelik A.Ş.
Today, Baran Çelik is founded in 1976; He continues to serve as the Vice Chairman of the Board of Directors/CEO of Beyçelik Holding A.Ş., which operates in the automotive, heating systems, energy, tourism and insurance sectors. Çelik also serves as the Chairman of the Board of Directors of Beyçelik Gestamp, the flagship of the Holding. Since 2007, he has been serving as the Vice Chairman/CEO of various companies within the Holding.
Baran Çelik is actively involved in various non-governmental organizations. Between 2012 and 2014, he was the Chairman of the Board of Directors of the Young Businessmen Association of Turkey Bursa Branch (TUGIAD). He is still the Chairman of the Headquarters High Advisory Board at TUGİAD.
Baran Çelik, who is the Chairman of the Board of Directors of Uludağ Automotive Industry Exporters' Association, is the Deputy Chairman of the Board of Directors of Bursa Organized Industrial Zone. He is a member of Bursa Chamber of Commerce and Industry (BTSO) Automotive Sector Council. He is a member of the Turkish Industrialists' and Businessmen's Association (TUSIAD). Baran Çelik is married and has 3 children.
H. S. Cho
Executive Board Member
Cho Hyun-sang is Vice Chairman and CEO of HS Hyosung Group. He also serves as an inside director of HS Hyosung Advanced Materials and HS Hyosung Information Systems. He was born on November 26, 1971, as the third son of former Hyosung Chairman Cho Suck-rae.
He attended Gyeonggi Elementary School and Cheongun Middle School, graduated from Kyungbock High School, and then moved to the United States, where he earned a degree in economics from Brown University.
He began his career at Bain & Company. After joining Hyosung, he worked in the restructuring TFT (Task Force Team) and management innovation team. He later joined Japan's NTT Communications, where he led wired and wireless strategy projects and took part in establishing the Korean branch.
Cho then returned to Hyosung’s strategy division and served as head of the Industrial Materials PG (Performance Group) and CMO of the Chemical PG. After being promoted to president, he led the strategy division. When Hyosung was split into separate entities, he became a group-wide president. Following the division of Hyosung and HS Hyosung into a holding company structure, he was appointed CEO of HS Hyosung.
He actively engages in international activities as a self-proclaimed civilian diplomat, representing Korean business leaders. He is leading the transformation of HS Hyosung’s business structure into fields such as artificial intelligence, secondary batteries, and semiconductor materials.
Seiji Inagaki
Executive Board Member
Seiji Inagaki has been the Chair of the Board of Dai-ichi Life Holdings (DLHD) and Dai-ichi Life Insurance Co Ltd (DLIC) since April, 2023.
Seiji Inagaki joined the Dai-ichi Mutual Life Insurance Company (currently DLHD) in April 1986. He served as President of both DLIC and DLHD from 2017 to 2023, before taking on his current position.
Currently, he serves as Executive Board Member of Business at OECD, Chair of Business at OECD Japan within the Japan Business Federation (Keidanren), and participates in the Principals Group meetings of GFANZ (Glasgow Financial Alliance for Net Zero).
Throughout his career, he engaged in corporate planning and investment planning as a member of the Group, and has extensive business knowledge and experience. He played a central role in the transition to a stock company and developed and implemented its growth strategy.
Emma Marcegaglia
Executive Board Member
Emma Marcegaglia is Deputy Chairman and CEO of Marcegaglia Steel and subsidiaries operating in the steel processing sector. She is also Chairman and CEO of Marcegaglia Investments, the holding company that controls the Group's diversified activities. Marcegaglia is the national leading industrial group with significant global projection and turnover: 8 billion euros, 36 plants across 4 continents, 15,000 customers and 7,800 employees. Graduated with honours in Business Administration at Bocconi University in Milan, she attended the International Management Program MBA at the New York University.
Alongside her commitment in the group, she held, often as first woman in history, several important top management positions among which: President of Confindustria (2008-2012, first woman and the youngest in nearly 100-year history), President of the Luiss University (2010-2019, first woman ever), President of Business Europe (2013-2017 renewed for two terms, again first woman), President of Eni (2014-2020, first woman appointed by the Italian government to lead a public company), B20 Italy Chair (2021), B7 Italy Chair (2024). Member of the Executive Committee of Business at OECD (BIAC), deputy Chairman of ISPI - Italian Institute for International Political Studies, member of the Board of Bracco Spa and Gabetti Property Solutions.
Ferenc Rolek
Executive Board Member
Dr. Ferenc Rolek obtained his first degree in 1978 at the Karl Marx University of Economics (now known as the Corvinus University of Budapest) as a certified economist, which he supplemented with a university doctorate in 1983-84 at the same university. Dr. Ferenc Rolek established his career in 1978 at the Institute of Planned Economics of the National Planning Office; after three years, in recognition of his work, he was able to transfer to the headquarters of the OT, where he was able to participate in the activities of the Office first as a senior lecturer, then as a head of department and head of department, moving up the ladder.
Between 1992 and 1995, he led the company's human resources team as Deputy CEO and HR and Communications Manager of GE Lighting Tungsram. He was then promoted to Compensation Manager at GE Lightning Europe, a position he held until 1997, when he was promoted to the position of Director of European Affairs and Trade Union Relations. He joined Budapest Bank (GE Money Bank) in 1998, and since then he has been the financial institution's deputy chief executive officer and HR manager until 28 February 2018. In addition, in 2006 he was the HR Manager of GE Consumer Finance in South-West Europe.
He has been involved in the work of various associations for years, such as the Vice-President of the National Confederation of Employers and Industrialists, the National ILO Council, a member of the Consistory of the Corvinus University of Budapest and a member of the Board of Trustees of some foundations.
Alberto Salas
Executive Board Member
Alberto Salas is a distinguished Chilean businessman, trade union leader, corporate director, and academic. He holds a Civil Mining Engineering degree from the Universidad de Chile and a diploma in Corporate Finance from the Universidad Adolfo Ibáñez.
He currently serves as an Executive Board Member of Business at OECD (BIAC), and Director for Cía. Minera Valle Central S.A., ENAEX S.A., Amerigo Resources Ltd., the Sociedad Nacional de Minería (SONAMI), and CEIBO Tech. He is also the President of the Chile-Bolivia Business Council, the Inter-American Mining Society (SIM), and the Asia-Pacific Chamber of Commerce.
Alberto Salas has held leadership positions as President of the SONAMI, the Confederación de la Producción y el Comercio (CPC), Sociedad Química y Minera de Chile (SQM S.A.), and the Instituto Nacional de Capacitación Profesional (INACAP). He was also a full member of the APEC Business Advisory Council (ABAC) and served as Pro-Tempore President of the Consejo Empresarial de la Alianza del Pacífico (CEAP).
Additionally, Alberto Salas has served on the boards of prominent organizations such as Teck, ZOFRI S.A., and ENAMI. He has contributed to academia at the Universidad de Chile and Universidad Arturo Prat. He also founded the Lirima bilingual school in Iquique, which is now the highest-performing school in the Tarapacá region.
Nathalie Stubler
Executive Board Member
Nathalie started her career in Air Inter in 1992 as an engineer in the Network and Strategy Department. From 1997 she held various positions in Air France Network Department, then in the commercial organization. She was Corporate Social Responsability VP for Air France between 2007 and 2009, then took the position of Air France Revenue Management and Pricing SVP in 2010. Appointed to the Executive Committee of Air France in 2013, she became SVP Network Strategy for Air France KLM group the same year. After being Chief of Staff for the Group CEO between 2014 and 2015, she was Transavia France CEO between 2016 and 2023 and then became special advisor to the Group CEO on the decarbonization strategy of Air France KLM. In September 2023, she joined Safran as Safran Chief Sustainability Officer and Executive Committee member.
Nathalie Stubler, 54, is a graduate of Ecole Polytechnique (1987) and Ecole Nationale des Ponts et Chaussées (1992).
Fernando Treviño Nuñez

Fernando Treviño is a distinguished legal professional and founding partner of Rivadeneyra Treviño y De Campo, S.C. With an impressive 37-year tenure in corporate legal activities and Private International Law, he has collaborated with global industries across diverse sectors. Currently serving as the Vice President of Labor and International Affairs at COPARMEX, he plays a crucial role in representing the Mexican private sector at Business at OECD.
With a rich history of leadership roles, Treviño served as the President of the Mexico-United States Chamber of Commerce (Puebla chapter) from 2006 to 2012, followed by his presidency at the Business Coordinating Council of Puebla (CCE) until 2016. As a founding member of the National Network of Lawyers LEXMEX, he made significant contributions to the legal landscape. His international engagements include memberships in the International Bar Association and the Mexican-German Chamber of Commerce and Industry.
Currently involved with the Fundación Empresarios por Puebla and the Mexican Bar Association (BMA), Treviño remains committed to various social works for private and ecclesiastical charitable institutions. His extensive experience and dedication mark him as a prominent figure in both legal and business spheres, fostering international collaborations and contributing to the growth of Mexican businesses on the global stage.
Karen Westley
Executive Board Member
Karen is a senior leader in ESG and corporate sustainability in the energy sector and is skilled in business approaches to climate change, greenhouse gas management, environmental practices, social performance, social investment, small business development, energy access and NGO partnering.
Karen joined Shell in 2005 where she is VP Sustainability and has previously held a wide range of leadership positions spanning both sustainability and commercial areas. Her many career highlights have helped to robustly embed climate, nature, and social performance into Shell’s Powering Progress strategy.
Karen is also Shell’s liaison delegate to the World Business Council for Sustainable Development (WBCSD) and has been an IPIECA Executive Committee member for 5 years.
Prior to Shell, Karen spent her early career working for CARE International, a large international humanitarian organisation, where she partnered with communities to develop and support resilient livelihoods in the context of natural disasters and armed conflict. Karen holds a BS in Human Biology from Stanford University and an MSc in Tropical Ecology from Yale University and is a certified professional coach.
